Moving Targets was started by Stephen -The Big Hurt- Payne along with a bunch of other unaligned drivers because they had been the targets of some larger groups of Somerset bullies.
Payne died shortly afterward, sitting in a resigned vehicle in an arena combat, before ever distinguishing himself much beyond a minor non-league event win or two.
The gang continues to live on however, adding misfits who just don click with the established gangs.
