all npc traders gather maufactures, farmers, factory owners, shippers big and small. after they debate for days nothing but argunments on who delivers the pizza or hot dogs

Yes, but did you not expend effort, ammunition and more importantly risk the lives of your men and damage to equipment to get those Hero Points? There is probably room for improvement but its not true that items gained by Hero Points are "free".
