This fixes the problems (at least in my tests) with dynamically patched skins and decals .. they haven't been downloading right since moving to the new server last week.

It also makes a change to paint, so that it wears off your windscreen over time, as well as off your weapons. So both paint effects (blocked weapons, reduced weapons+driving skills) now wear off.

this patch reset my defaults.

also: had a driving school bug where every min the screen insists i join the driving school.
