I have now implemented the 'training vouchers' hex tile perk. I have also set a few of those 'factory' buildings which had not yet received their perk, to this one. The way this one works is that a randomly selected camp member (or owner/manager only if this has been set for the camp) receives a training voucher for the local town.

I have also implemented the 'pre-upgraded' hex tile perk for chassis, weapons, and engines. There is currently just one tile on the map that offers each of these. The way these work is that when an item of the correct type is manufactured in camp, it may be pre-chromed.

I have also added perks to a couple of the villages which had not already received one - recruitment boosts, etc.
