Would it be to much to ask for set times for open leagues (R DR C)?

For the last 4 days nothing spawned in my 4 hour play window resulting in 0 point for my scavs after a first week of 22 points.
Not sure on what would be best but with only 4-5 spawns daily lots of people are not getting a chance to compete. Maybe every 4 hours or 4 hours 30 min to rotate time through the week for players who don't have set times they can play.
