I can confirm this one happened TWICE in a single event.

FLC Legba turtles TWICE and I can unturtle it both time using the same trick.
1. Car turtles.
2. I get driver out of car.
3. I set driver to turning over car.
4. After 2 turns of failing to turn over car, I put driver back in car.
5. I set the character that had been turning over the car as driver. A message comes up telling me my driver will be in control in 3 moves.
6. After 3 turns pass, my driver is in control and the car is on its wheels.

I think the issue here is not with the ped turning the car over, but the character "Taking Over Driving."
