Some faction/rep/travel changes

I have just made these changes:

- added renegade pirates who cannot be truced
- removal of the recently-added rep-balancing measures which artificially stopped you from having 5+ friendly factions
- now, if your squad is underprotected, i.e. appears to consist of heavy carrier vehicles with poor armour/weapons, then trucing is increasingly difficult, even with friendly factions

Modifications/rebalancing some inter-faction relationships are likely to be carried out soon.

Sounds like this is right on target.

Hopefully. This is pretty much what (IMO) would make the system logical. So barring any unforeseen holes in the plan (and I for once see none) then im 100% behind this decision!

Will this have any effect on the Bounty option? Will we be able to pay off the Renegades, since they are un-truceable?
